COP29: A COP28 remake

As preparations for COP29 begin to unfold, concerns arise with the selection of Azerbaijan’s ecology and natural resources minister, Mukhtar Babayev, as the president-in-waiting for the summit in November. Babayev, a former employee of the State Oil Company of the Azerbaijan Republic, mirrors the pattern seen in the leadership of COP28, where Oil Executive Sultan al-Jaber helmed the proceedings.

The prospect of another figure with deep ties to the oil and gas industry leading global climate negotiations prompts skepticism about the commitment to a universal phase-out of fossil fuels, especially in a nation where over 92.5% of export revenue relies on oil and gas. Azerbaijan's economic dependence on these industries brings to the forefront questions regarding the alignment of national interests with global climate goals.

Babayev's background includes a significant tenure at the State Oil Company, where he spent 26 years, holding various roles, including vice-president for ecology. During this period, he spearheaded efforts to remediate contaminated soils in Azerbaijan, addressing ecological challenges resulting from decades of oil production and petrochemical activities.

While Babayev's environmental endeavours are acknowledged, concerns persist regarding the prioritisation of fossil fuel interests over the imperative to combat climate change. The intricate balance between economic priorities, environmental protection, and global sustainability underscores the challenges faced in achieving meaningful progress in climate negotiations.

As COP29 preparations slowly continue, the global community keenly watches the intersection of fossil fuel industry influence and climate policy decisions, emphasising the critical need for a collective commitment to address the challenges posed by climate change. The unfolding developments highlight the ongoing struggle to strike a balance between economic interests and environmental stewardship in shaping the future of our planet.
